Lloyd L. Pipersburgh is a retired Detective First Grade of the New York City Police Department (NYPD) whose more than thirty-five-year career spanned investigative, instructional, and leadership roles supporting public safety across New York City.
Early Life and Education
Born in Belize City, Belize in 1962, Lloyd immigrated to Brooklyn, New York, at age five with his parents, Lloyd Sr. and Olivia, and his older sister Theresa. The family relocated to secure improved medical and educational support for Theresa, who has special needs. They established their home in Brooklyn, where Pipersburgh has remained a lifelong resident. He later became a naturalized United States citizen.
From an early age, he demonstrated both artistic ability and academic discipline.
While attending PS 46 in Fort Greene, his drawing and painting talent was recognized by faculty, and in the fifth grade he contributed to a 10-by-30-foot community mural at the corner of Claremont and Myrtle Avenues. In 1974, he graduated sixth grade as recipient of the Edward C. Blum Award for citizenship and academic achievement.
At Dr. Susan Smith McKinney Junior High School (JHS 265), he won a Black History Month art competition with a painting titled “Emerging from the Shadows of the Past”, symbolizing the struggle for emancipation in nineteenth-century America. The award—a Super 8 camera and projector—sparked a lasting interest in film and visual storytelling.
Lloyd graduated from Brooklyn Technical High School in 1980, majoring in Architecture. During his high school years, he developed an interest in advertising and media psychology, writing a paper on subliminal advertising inspired by Wilson Bryan Key’s Subliminal Seduction. He was invited to lecture on the topic to classmates and faculty. Later he placed second in a citywide art competition sponsored by The Tablet newspaper.
Later in life, he earned a Master of Business Administration (MBA) with a concentration in Public Administration.
Faith and Community Leadership
During his formative years, Pipersburgh became deeply involved in Sacred Heart Roman Catholic Church in Brooklyn. He was selected for the inaugural class of the Bishop’s Leadership Project, founded by Bishop Francis J. Mugavero of the Diocese of Brooklyn and Queens to cultivate young Black leaders.
He later served as Director of Mission at his parish as part of a Vatican II–inspired lay leadership initiative. In that capacity, he became active in community advocacy during the crack cocaine epidemic, organizing and leading a public march along Myrtle Avenue to the Prison Ship Martyrs’ Monument in Fort Greene Park, where he delivered a call to action focused on protecting neighborhood youth.At the same time, he founded the Celestials Theater Group; an open and ecumenical acting initiative based in the church.
Career in Law Enforcement
In 1988, Pipersburgh joined the NYPD Auxiliary Police. After scoring 99.3 on the Police Entrance Examination in 1991—and subsequently retaking the exam to achieve a perfect score—he entered full-time service.
He was assigned to the New York City Transit Police, then led by William J. Bratton. His Police Academy partner was James E. Davis, who later became a New York City Councilman and was assassinated inside City Hall in 2003.
From 1996 to 2000, Pipersburgh served as a Law Instructor at the Police Academy, helping train thousands of recruits and supervisors. There he pioneered the use of computers to standardize the delivery of education. He also contributed to the development and delivery of training programs for School Safety Agents during their merger into the NYPD.
Over the course of his career, Pipersburgh developed experience in criminal investigations, institutional operations, and law enforcement training. As a Police Academy instructor, he contributed to the development and instruction of training programs that supported thousands of recruits and supervisors across the New York City Police Department. His work frequently involved coordination across units as well as engagement with municipal leadership structures and other outside agencies. He retired in 2025.
Recognition and Continuing Engagement
Lloyd’s career has been recognized through inclusion in Marquis Who’s Who in America and related professional acknowledgments honoring long-term public service and leadership. In 2026, he was accepted into the Knights of Columbus, reflecting continued engagement in faith-based civic life.
In addition to his law enforcement career, Pipersburgh has maintained longstanding interests in theatre and film. In Brooklyn he founded and directed the Celestials Theater Group at Sacred Heart Roman Catholic Church, a community-based dramatic initiative. He later participated in New York’s Off-Off-Broadway theatre scene, including work with Titus Walker’s Ujamaa Theater, before appearing in the independent feature film All I Know Is (1992).
Following retirement, he has returned to media and cultural work, appearing in interviews and podcasts focused on institutional leadership, public service, and civic engagement.
Clarification
Not to be confused with his late father, Lloyd L. Pipersburgh Sr., a longtime member and leader in the Belize Ex-Servicemen’s League of New York and a veteran of the Belize Volunteer Guard.

In 1944, Lloyd’s maternal grandfather, Private Petronillo Amaya of the British Honduras Battalion (North Caribbean Force), gave his life while serving with Caribbean forces in World War II. His sacrifice is honored in Section 9, Plot F-10 of the Belize City Cemetery. The honors Lloyd has received belong not only to him, but also to his grandfather, his late father, and to Belize.
